Bellefonte Area School District

The Bellefonte Area School District supports parents and legal guardians who choose to educate their children at home in accordance with Pennsylvania law (24 P.S. § 13-1327.1).

To participate in a Home Education Program, supervisors must submit the required documentation to the district administration by the following key deadlines:

August 1 (Beginning of the School Year):

• A notarized Home Education Affidavit or Unsworn Declaration. (Note: This includes a required certification that the supervisor and all adults in the home have not been convicted of specific criminal offenses within the past five years).

• Detailed educational objectives by subject area.

• Required health and immunization records.

June 30 (End of the School Year):

• A written evaluation confirming that sustained educational progress has taken place.

  • Evaluator Qualifications: The evaluation must be completed by a qualified professional, such as a PA certified teacher (with two years of grading experience), a nonpublic school teacher, or a licensed/certified school psychologist.

  • Restriction: The evaluator cannot be the child's parent/guardian, the supervisor of the home education program, or their spouse.
